On October 29, Xinhua published an article titled "China's Economic Sample Observation - County Sample Series | Yiwu: How the 'World's Supermarket' Continues to Thrive," stating that Yiwu's continued momentum is attributed to "reform and innovation," which has allowed it to rise above challenges and continue flourishing.
Media Focus on the "Pre-Inspection Before Loading" Model
"I’ve been in Yiwu for 21 years, and I’ve seen reforms here never stop," said Cheng Keyuan, Chairman of Zhejiang Yinghe International Logistics Co., Ltd.
Transforming traditional international freight from a "port-to-port" model into a "door-to-door" standardized express product—Zhejiang Yinghe International Logistics Co., Ltd. has seen its business surge in the past three years. The company now serves over 20,000 cross-border e-commerce clients, handles over 12,000 containers annually, and its shipping trade volume has surpassed 1.3 billion yuan.
Cheng Keyuan explained that in June 2022, Yinghe raised the need for "pre-inspection before loading" of containers. Yiwu responded actively, explored reforms, and approved the establishment of the nation’s first digital supervision consolidation warehouse. By March 2023, companies began reaping the benefits of these reforms, with average capital turnover speeding up by 10 days.

The Yiwu Media Center also highlighted this reform in an article titled "New Opportunities from Trials, New Horizons from Reforms" on October 23, mentioning Yiwu's pioneering "pre-inspection before loading" supervision model to address the pain points of small commodity export consolidation. This bold reform is an example of Yiwu's focus on institutional innovation, taking risks, and pushing forward with independent reforms.
On the morning of October 21, the consolidation warehouse at the Yiwu Railway Port was buzzing with activity. A batch of daily necessities and small commodities from Zhejiang Yinghe International Logistics Co., Ltd. had passed customs inspection and was headed to Ningbo Zhoushan Port to be shipped by Matson to Los Angeles.
To address the challenges of consolidating small goods for export, Yiwu pioneered the "pre-inspection before loading" model and was the first to pilot the reform. With support from customs authorities, inspection times have been reduced by over three hours, and labor costs have been cut by 10%. "The new 'pre-inspection before loading' model not only saves the cost of unloading but also reduces the risk of missing shipment deadlines," said Cheng Keyuan, Chairman of Zhejiang Yinghe International Logistics Co., Ltd.

One Inspection, One Loading
So, what exactly is the digital supervision consolidation warehouse for "pre-inspection before loading"?
A digital supervision consolidation warehouse integrates storage and supervision into a single operational model. Traditionally, small-scale, multi-variety consolidation exports have been a vital part of Yiwu’s foreign trade orders. However, during the consolidation process, if a particular batch of goods in a container requires inspection, other goods in the same container must wait until the inspection is completed before they can be reloaded and exported. Additionally, issues such as difficulty unloading, finding the right goods for inspection, and reloading after inspection have often posed challenges.
To speed up the export of small, scattered, and frequently shipped goods at lower costs and solve the pain point of container delays due to single batch inspections, Yiwu Customs responded to the requests of companies like Yinghe International Logistics. They set up a dedicated task force to plan and promote the new model, conducted multiple on-site inspections and research, and organized meetings to streamline the process. Eventually, China’s General Administration of Customs decided to pilot the "pre-inspection before loading" supervision model in Yiwu. Yinghe International Logistics was fortunate to be one of the first trial companies.
"Pre-inspection before loading" essentially studies how to seamlessly integrate customs supervision into the export logistics flow, aiming for scientific and efficient operations. Under this new model, small export goods are consolidated as loose cargo into the "consolidation warehouse," and companies can flexibly pack containers according to shipping schedules and destinations. Different cargo owners declare goods independently, and customs inspects shipments on a declaration-by-declaration basis. The goods flagged for inspection are inspected separately, while the other goods in the same container are not affected and can be loaded simultaneously.
