Media Focus on the "Pre-Inspection Before Loading" Model

 

"I’ve been in Yiwu for 21 years, and I’ve seen reforms here never stop," said Cheng Keyuan, Chairman of Zhejiang Yinghe International Logistics Co., Ltd.


Transforming traditional international freight from a "port-to-port" model into a "door-to-door" standardized express product—Zhejiang Yinghe International Logistics Co., Ltd. has seen its business surge in the past three years. The company now serves over 20,000 cross-border e-commerce clients, handles over 12,000 containers annually, and its shipping trade volume has surpassed 1.3 billion yuan.


Cheng Keyuan explained that in June 2022, Yinghe raised the need for "pre-inspection before loading" of containers. Yiwu responded actively, explored reforms, and approved the establishment of the nation’s first digital supervision consolidation warehouse. By March 2023, companies began reaping the benefits of these reforms, with average capital turnover speeding up by 10 days.

The Yiwu Media Center also highlighted this reform in an article titled "New Opportunities from Trials, New Horizons from Reforms" on October 23, mentioning Yiwu's pioneering "pre-inspection before loading" supervision model to address the pain points of small commodity export consolidation. This bold reform is an example of Yiwu's focus on institutional innovation, taking risks, and pushing forward with independent reforms.

 

On the morning of October 21, the consolidation warehouse at the Yiwu Railway Port was buzzing with activity. A batch of daily necessities and small commodities from Zhejiang Yinghe International Logistics Co., Ltd. had passed customs inspection and was headed to Ningbo Zhoushan Port to be shipped by Matson to Los Angeles.

 

To address the challenges of consolidating small goods for export, Yiwu pioneered the "pre-inspection before loading" model and was the first to pilot the reform. With support from customs authorities, inspection times have been reduced by over three hours, and labor costs have been cut by 10%. "The new 'pre-inspection before loading' model not only saves the cost of unloading but also reduces the risk of missing shipment deadlines," said Cheng Keyuan, Chairman of Zhejiang Yinghe International Logistics Co., Ltd.

One Inspection, One Loading
