Firstly, the frequent rule changes by major e-commerce platforms lead to significant impacts on the logistics fulfillment process. In the past two years, the industry has undergone drastic changes, shifting from full outsourcing to semi-outsourcing, and then to platform-based segmented procurement of capacity. These changes have brought profound shifts to the cross-border logistics market. For service providers at different stages, this is both an opportunity and a challenge because different e-commerce platform policies require logistics service providers to meet varying operational and capability requirements.

Secondly, overseas customs and tax policies are a huge variable. Since countries have yet to reach a consensus on how to effectively regulate and tax the cross-border e-commerce sector, each country has its own set of regulatory requirements. For example, the cancellation of the 22 EUR exemption for packages in Europe and the U.S.'s threat to remove the $800 exemption for packages—any changes in customs and tax policies will have a major impact on logistics service providers' channels, routes, and product resource combinations, as well as pose new challenges for internal operations and processes.
