2.Major Boost for Overseas Warehouse 9810

On September 10, the State Taxation Administration released the Operational Guidelines for Export Tax Refunds (Exemptions) for Cross-Border E-Commerce Overseas Warehouses (hereinafter referred to as the “Guidelines”). To support the development of the new overseas warehouse model for cross-border e-commerce, tax authorities have optimized the tax refund management system. For goods exported to overseas warehouses, businesses can now choose to apply for tax refunds either as a one-time declaration or in batches based on actual sales. This means that companies no longer need to wait for an entire batch of goods to be fully sold before applying for tax refunds, which significantly simplifies procedures and shortens the process.

This guideline effectively addresses long-standing challenges, such as complex and lengthy tax refund procedures for overseas warehouse exports, creating a favorable compliance environment and providing significant benefits for the development of cross-border e-commerce exports.
